of
Sports Medicine Association of Maldives (SMAM)

1.         Introduction
            1.1          This Constitution refers the Constitution of Sports Medicine Association of Maldives
1.2          The SMAM is a non – profit Sports Medicine and Sport science organization in Maldives under act of  1/2003 (organization law )

2.         Name 
2.1          The Name of the Association is define as Sports Medicine Association of Maldives (S.M.A.M)

3.         Office
3.1          The registered  headquarters of the SMAM shall be situated at Maldives Olympic Committee, H.Boalhage, Male’.  However temporary office shall function at the residential place of the General Secretary

4.         Logo

5.         Aims & Objective
5.1          To provide a common forum for specialists in different areas of sports science and medical science to discuss and find solutions to the peculiar health and fitness problems
of sports persons. 
5.2          To apply sports medicine expertise in spotting and nurturing talent for achieving
excellence in sports 
5.3          To organize Courses, Workshops, Seminars and Conferences in sports medicine.
To lay down criteria on medical and physical fitness parameters for sports persons for participation in national and international sports.
5.4          To organize regular training programme to increase the manpower pool of sports doctors, sports scientists, trainers, physiotherapists and masseurs to assists sportspersons in training and in competitions
5.5          To create awareness on the doping regulations in sports and rehabilitate sportspersons who have fallen victims to doping. 
5.6          To encourage research in sports medicine and sports science.
5.7          To liaise with sports medicine organizations at international level and organize exchange programme on sports medicine with them.

6.         Membership
                6.1 Honorary Members
6.1.1      Individuals willing to provide support for the Association financially or otherwise may be awarded Honorary Membership at the discretion of the Executive Committee.
6.1.2      Those members who worked 9. years of service in Executive Committee may be awarded Honorary Membership at the discretion of Executive Committee.
6.1.3      Honorary Members can attend the General Assembly Meetings, they will not have any voting rights.

                6.2  Life Members
6.2.1      Registered Graduates in Medicine & Health Science who are involved in sports and Sports sciences.
6.2.2      The following categories holding recognized qualifications shall constitute the remaining membership of SMAM.
·            Sports Scientists
·            Physical Educationists
·            Sports psychologist
·            Physical Fitness instructors
·            Doping control officers
6.2.3      The life members can attend the General Assembly meetings and have the right to vote.

                6.3   Associate Members
6.3.1      Members who are interested in the field of Sports Science and Sports Medicine in Maldives and also in foreign countries shall be eligible to be member of association under associate membership
6.3.2      Associate members can attend the General Assembly Meetings, they will not have any voting rights.

                6,4  Student Membership
6.4.1      Students who are undergoing a course of study in medicine, physiotherapy, exercise science, nutrition, pharmacy, nursing, or podiatry, or those with comparable qualifications in the health care professions in a recognized college / institution shall be eligible to be admitted as a member of association under student membership category
6.4.2      Student membership on completion of their course will cease to be student members. They shall make fresh application for Life Membership of S.M.A.M
6.4.3      Student members can attend the General Assembly Meetings, they will not have any voting rights                               

6.5          The membership of the Association shall be an acknowledgement of the acceptance of the Constitution and the rules of the Association
6.6          Any member, who wishes to terminate his/her membership, may submit the request in writing to the Executive Committee  of the Association.
6.7          All members shall honour and respect the Constitution of the Republic of Maldives.
6.8          Any member who acts contrary to the constitution of the Association or whose omission and commission results in blemishing the image of Association, or is involved in activities which may disrupt the harmony and understanding among Association members, shall be expelled from the Association if found guilty after an inquiry by a committee setup by the Executive Committee  for the purpose. The decision of the Executive committee shall be final and non -negotiable. Such a member shall never be re-inducted to the Association.


7.         Executive Committee
7.1          The Executive committee  shall consist of 6 (six) members:
·         President                        (One)
·         Vice – President             (One)
·         General Secretary           (One)
·         Treasurer                        (One)
·         Members                        (Two)

7.2  The Executive Committee shall elect from full members, by the General Assembly. However the president, vice-president & the General Secretary shall be graduate in Medicine or Health Science

8.         Election
8.1 The Executive Committee shall elected from full members, by the General Assembly. The officers of the Executive Committee  shall be elected from simple majority or by unanimity in the election.
           8.2 The general election shall be conducted by a secret ballot supervised by the Election Committee.
8.3 The term of the Executive committee  shall be five (5) calendar year from the date of its commission.
8.4 A member of the Executive committee may be re -elected for the same post for a maximum of three consecutive terms only. However, he or she may stand for another post of the Executive committee.
8.5   If for any reason a post in the Executive committee falls vacant, the vacancy shall be filled within 120 days in a by-election.

9.         Executive Committee – Powers & Responsibilities
9.1          The Executive Committee shall be the Governing Body of the SMAM, to execute the policies laid down by the General Body from time to time.
9.2          It shall have the powers to delegate specific responsibilities and powers to any member or office bearers, for specific periods.
9.3          It shall have the powers to accept or reject applications for membership of the SMAM, in all categories subject to the rules laid down under this constitution. Enrollment in any category shall be reported to the General Body in its next meeting for ratification.
9.4          It shall have the powers to appoint subcommittees for specific purposes & for specific periods.
9.5          It shall have the powers to co-opt a maximum of three members of the SMAM as its members over those elected by the General Body, for specific meetings.
9.6          It shall finalize and approve the annual report and audited Statement of accounts before it is being presented before the General Body.
9.7          It shall have the powers to fill up vacancies arising if any among the elected or co-opted members of the Executive Committee, by co-opting from among the members of the SMAM for the remaining period of the term.
9.8          It shall have the powers to take disciplinary action on any member of the SMAM or its office bearer, subject to ratification by the next General Body meeting.

10.       Duties and Powers of the Executive Committee
10.1        President :
10.1.1    He shall be the Chief executive of SMAM and responsible for the general supervision of the work of the Association.
10.1.2    He shall preside over the Executive Committee  and General Assembly meetings of SMAM
10.1.3    He shall have the powers to convene any meetings of SMAM on short notice under his signature, if the Secretary fails to do so on instruction by him.
10.1.4    He shall have the powers to delegate any of his powers as the President   to any one of  the Vice Presidents
10.2        Vice President:
10.2.1    They will assist the President and look after the matters and working in consultation with the President
10.2.2    In the absence of the President, one of the Vice Presidents as designated by the President, or on his failure to do so, as designated by the E.C, shall be responsible to carry out the routine  responsibilities of the President
10.3        Secretary General
10.3.1    He shall , with the approval of the President convene all meetings of the G.A and E.C under his own signature
10.3.2    He shall be responsible to execute the decisions of the E.C and the G.A. He shall keep proper records of proceedings of all the meetings held.
10.3.3    He shall execute and enforce the resolution passed in the meetings in conformity with the provisions of the Constitution of the Association
10.3.4    He shall have the custody and control over the records and movable and immovable properties of the Association.
10.3.5    He shall administer and execute all routine activities of SMAM with the assistance and cooperation of the other office bearers and members of SMAM.
10.3.6    He shall receive all the dues payable to SMAM and hand it over to the Treasurer to be deposited in the bank account of SMAM.
10.3.7    He shall prepare the annual report of SMAM and present it to the E.C  and G.A for approval.
10.4        Treasurer
10.4.1    He  shall keep all the accounts of receipts and expenditure of SMAM
10.4.2    He shall be responsible for all the funds of the Association
10.4.3    He shall receive all the dues of the Association paid to him directly or paid through the Secretary General and deposit it in the Bank account of SMAM.
10.4.4    He shall honour the bills passed by the Secretary General on the expenses incurred by the Association and make the payment.
10.5        Members
10.5.1    All the members shall assist the E.C in that manner as desired / required by the E.C

11.       Sub- Commision
The E.B shall be supported by three standing commissions consisting of a Coordinator as nominated by the G.A from among the Life members of SMAM.
11.1        Scientific and Education
11.2        Doping Control


12.       Executive Committee Meetings:
 12.1       The Executive Committee shall meet prior to every General Body meeting, at the same venue.
12.2        The Executive Committee may meet any number of times as required to transact important business. Unless otherwise decided by the majority of members of the Executive Committee, such meetings shall be held in Male’.
12.3        Fifteen days’ notice shall be served for the meetings of the Executive Committee.
12.4        Emergency meetings of the Executive Committee may be convened at a short notice of the seven days.
Note: All meetings of the General Body and the Executive Committee shall normally be convened by the General Secretary giving due notice except the emergency meetings which shall be convened by the President under his signature. If the General Secretary fails to convene any meeting under instructions from the President, the President shall have the powers to convene such meetings of the General Body or the Executive Committee under his own signature.

13.       Quorum
13.1        The quorum of the General Body meetings of the SMAM shall be 1/3 of Members which at least five shall be from the Executive Committee.
13.2        The quorum for the Executive Committee shall be four  of which at least two shall be president , vice president or General secreatry.
13.3        If there is no quorum for the meetings of the General Body or Executive Committee, the same shall stand adjourned of one hour from the scheduled time. For all adjourned meetings those present shall constitute the quorum when the meeting reassembles after the stipulated period of adjournment.

14.       General Body – Duties & Powers 
14.1        The General Body shall formulate policies regarding the working of the SMAM in general, aimed at attaining the objectives of the SMAM.
14.2        It shall elect the office – bearers and the members of the Executive Committee for a period of four years, in its annual meeting.
14.3        It shall have the powers to appoint committees or subcommittees for specific purposes and for specific periods.
14.4        It shall have the powers to delegate any of its powers or responsibilities to any or group of office bearers or committees or subcommittees constituted by it.
14.5        It shall have powers to call for the reports of such committees and to take appropriate action on such reports.
14.6        It shall have the powers to seek explanation from any of its members, office bearers or the members of the Executive Committee, on any of their actions in the respective capacities.
14.7        It shall have the powers to take disciplinary action on any of its members, based on their actions which are found to be detrimental to the attainment of the objectives of the SMAM.
14.8        It shall consider the annual report of the activities of the SMAM as presented by the General Secretary on behalf of the Executive Committee.
14.9        It shall consider the annual audited Statement of accounts presented by the Treasurer, as adopted by the Executive Committee.
14.9.      It shall act as an appellate authority to hear and to take final decision on appeals if any received, on actions taken by the Executive Committee.
14.11     The General Body shall be the supreme body of the SMAM, to take any decision on any matter connected with the organization and execution of its duties and responsibilities; to explain and interpret any rule laid down in this constitution; or on any other point that is not covered by this constitution. 

15.       General Body Meetings:
15.1        The General body meeting of the SMAM shall be held at least once in a year.
15.2        The Annual General Body meeting of the SMAM shall be held at the time and venue of the Annual Conference every year.
15.3        Thirty days’ notice shall be served for the General Body Meeting. However, special meetings of the General Body may be convened with seven days’ notice by the President under his own signature.
15.4        If by any chance, the annual conference of the SMAM could not take place within six months after completion of one year after the previous conference, the Annual General Body meeting shall be convened at Male’ by the President or General Secretary giving the notice.



16.       General Assembly
16.1        General Assembly of SMAM shall consist of:
·          Life Members of SMAM
·          Student members of SMAM
·          Associate members of SMAM
·          Honorary members of SMAM

16.2        There shall be at least one meetings of the General Assembly during the term of the Executive Committee. The Executive Committee shall notify the members fifteen days in advance, about the meeting and send a reminder again seven days before the proposed date of the meeting.
16.3        All meetings of the General Assembly shall be presided by the President and during his/ her absence by the Vice-President.
16.4        At the final General Assembly meeting, the President shall deliver a report on the activities of the Executive Committee during its term of office, and the Treasurer shall present the financial statement for the same term.
16.5        The General Secretary of the Executive Committee shall conduct the procedure of the General Assembly. Similarly, the Secretary of the respective Administrative Bodies shall conduct the procedure of the Chapter Assembly.
16.6        A special session of the General Assembly may be held at any time to deliberate on an issue of emergency. Such a session may be called for by the Executive Committee or by two -thirds majority of the members in writing. In the latter case, the Executive Committee shall call for a GA within seven days of the submission of the letter.
16.7        The General Assembly shall not discuss a topic, which is directly or indirectly derogatory to any member of the Association other than the issue mentioned in Article 9 (b).
16.8        Any member who indulges in activity or activities, which hampers the smooth conduct of the General Assembly, may be requested to leave the meeting by the President. If the same person repeats similar activities in a subsequent meeting or meetings, he or she shall be expelled from the Association

17.       Financial Arrangements
17.1        The financial year of IFSM shall be from 1st January to 31st December.
Current financial sources of the Association shall be membership fees and the money obtained from fundraising activities. It shall be utilized for different activities of the Association.
17.2        The funds of the Association shall be deposited in any scheduled bank approved by E.C  in the name of “ Sports Medicine Association of Maldives”. The bank account shall be operated under the joint signatures of any two of the following:
a)     President or Vice president
b)     Secretary General
c)      Treasurer
17.3        The accounts of the  Association shall be audited by a Chartered accountant every year.


18.       Language
                18.1        The official administrative Language of  SMAM is Dhivehi & English

19.       Authorization
19.1        All the outgoing documents of the Association shall bear an authorized signature and seal of the association

20.       Amendments
20.1        Amendments to this constitution can be made only by the Special General Body of the SMAM, and the same shall stand amended only if such proposal for specific amendments is voted in its favour by two third of the members but not less than 2/3 of  members, present and having voting right. Proposal if any such amendments, shall be circulated among the members of the SMAM 30 days in advance, preferably along with the notice of the Special General Body meeting or earlier to it so that the members may be enabled to study the same.

21.       Dissolution

21.1        In the event of dissolution of SMAM at any time, all properties and assets of SMAM, after clearing all the liabilities shall be handed over to the sports medicine providers with the understanding that the same shall be used for the promotion of sports medicine in the country.
